Yesterday, new stricter measures were presented, which will be valid from December 22 to January 08. 2021. Unfortunately, the new measures again provoked the anger of the people both because of the double standards as well as the extremely poor communication.
One of the measures relates to travel ban outside the home county, which, in certain cases, will only be possible with passes. It is also important to stress that the ban on leaving counties without passes applies from December 23 to January 8.
- it is forbidden to leave the county in which the person resides or stays - does not apply to staff necessary for traffic maintenance, daily migration of employees in health care services, delivery of medicines, utilities, gas and electricity supply, security services, journalists, patients, travel to job to and from, emergency services to help prevent the spread of disease and diplomatic staff
- when entering / leaving the county, the measure should be adhered to, have an identification card proving the category or pass
- the pass is issued by the county headquarters
- does not apply to the City of Zagreb and Zagreb County
- The ban lasts until January 8
The recommendation of the Civil Protection Headquarters is not to travel
Chief of Staff Davor Bozinovic said that this is not a decision to introduce passes, but to protect travel outside the home county, and passes are used only for urgent cases. As for people who have already paid for hotel accommodation or holiday home, Bozinovic said: "There are a number of good reasons for issuing passes. These include persons caring for the elderly, the execution of court decisions on the right to spend a weekend with children, but also the reservation of hotels and other accommodation until the day this decision takes effect. Those who have paid can take advantage of their plan."
What is crucial, it is not clearly stated until what date people can book accommodation in hotels and other accommodation facilities, and what is not prescribed - is not even prohibited. Which leads to the conclusion that accommodation can be booked until December 22nd, in order to have a justifiable reason for issuing passes.
Everyone who has booked a holiday stay in another part of the country during the holidays will have to show a document at the checkpoint from which it will be possible to see that such a reservation has already been made and that accommodation has been provided.
Also, at our request, the same is confirmed by the Ministry of Tourism and Sports.

Further to the publication of the Decision on the prohibition of leaving the county according to the place of residence or stay in the Republic of Croatia, and regarding inquiries about the possibility of travel, the Ministry of Tourism and Sports states that recommendation of the Civil Protection Headquarters not to travel, that is, to postpone travel in order to reduce contacts among the population, all in order to protect health and combat infection.
"Exceptionally, as a justifiable reason for issuing an e-pass, among other things, proof of payment made in the accommodation facility is accepted, until the entry into force of this Decision, ie until 23 December 2020. Please note that when entering or leaving the county it is necessary to adhere to strict measures of physical distancing and it is forbidden to stay unnecessarily in public places, it is mandatory to have an identity card, other identification document or a document proving belonging to one of the categories of persons. are exempted from the provision prohibiting leaving the county in which the person has a permanent or temporary residence or a valid pass issued through the e-Pass system. Passes will be issued in accordance with the instructions that will be published during the weekend on the website of the Directorate of Civil Protection. ” stand out from the Ministry of Tourism and Sports.
As there is ambiguous information, the question remains whether citizens who have booked accommodation need a pass or is it enough to show proof of reservation only at checkpoints?
"Since there are some citizens who have booked a holiday during the holidays in another part of the country, they will have to show a document at the checkpoint from which it will be possible to see that such a reservation has been made earlier and that accommodation is provided. There should be no problems in these situations and no passes will need to be sought. ” said the head of the Zagreb Police Administration Sector Davor Posilović, last night for HRT.
In any case, the answer to that question will be known no later than Monday, but as a conclusion to this story, it is clear that all citizens who book accommodation by December 22 will have a justifiable reason to leave their county. As all schools are online as of Monday, as well as the recommendation and appeal of the Headquarters that employers organize work from home and annual vacations for their employees, it can certainly be expected that some of them will spend their holidays by December 22 in various tourist destinations.
Exceptionally, even before the new stricter measures, holiday homes were in demand, from the interior of Istria to Lika and Gorski Kotar. And perhaps some citizens take advantage of hotel offers based on digital nomads or "long stay" offers, which most hotels have been offering as a new option for some time. Also, and Booking com and Airbnb have introduced options for longer stays in accommodation facilities.
