U July last year, it was made Analysis of the state of tourism in the Municipality of Pakoštane which presented the starting point for further planning and development activities related to tourism in this area, and which was done by the Faculty of Management in Tourism and Hospitality of the University of Rijeka (FMTU).

As stated, the analysis of the state of tourism included a procedure that includes an analysis of the general characteristics of the municipality of Pakostane and its specifics, as well as an analysis of the tourist supply and demand of the municipality. Special attention is paid to the analysis of the attitudes of stakeholders living and working in the municipality of Pakoštane because they are the most important bearers of its development.

"The results of the conducted analyzes indicate a continuous increase in demand for Pakoštane, which has encouraged the growth of tourist supply. Nevertheless, the undeniable potential, in the context of the outstanding natural and cultural heritage of the municipality, still remains untapped. The key limiting factors of development (but also challenges) arise from the pronounced seasonality of tourist traffic and business. Therefore, the key to success is primarily seen in mitigating seasonality through a qualitative step forward in the structure of accommodation facilities and other tourist products offered by the municipality.”States, among other things, the analysis and concludes that in the future the development of tourism in the municipality of Pakostane requires synergy and cooperation of all relevant stakeholders in tourism, from private to public sector, which would create" more than sun and sea "and achieve greater competitiveness and sustainability of the destination.

After almost a year, FMTU has not made an analysis of the state of tourism tourism development strategy of the municipality of Pakostane, which was unanimously adopted at the 1st session of the Municipal Council of the Municipality of Pakoštane on July 22, 07. 

The Tourism Development Strategy of the Municipality of Pakoštane is a strategic document that defines the ways of transforming mass, highly seasonal tourism "sun and sea" into highly competitive tourism profiled integrated product that synergistically connects identified specific forms of tourism in response to turbulent environment.

Also, the strategy diagnoses key problems of the tourism business and sets specific strategic directions in the conditions of pandemic and post-pandemic tourism development. “The starting point is the affirmation of four dimensions of sustainable development (ecological, socio-cultural, economic and technological sustainability) which are implemented in all strategic directions, measures and activities in order to sustainably valorize natural and cultural preconditions in creating new value for tourists and domicile population. and digitization - tourism 2.0“, States the Faculty of Management in Tourism and Hospitality, University of Rijeka (FMTU).

In the observed period 2021-2025, the strategy defines concrete proposals for improving infrastructure and accommodation, innovating specific forms of tourism (summer vacation, outdoor, cultural, rural and nautical tourism) in the function of differentiating and emphasizing its own specifics, designing innovative promotional strategies and improving development management. tourism based on participatory management and active involvement of all stakeholders. Strategic directions are operationalized with concrete measures, activities and action plan with set indicators and time period of implementation. 

"The implementation of the development strategy provides an opportunity for sustainable transformation of tourism in the municipality of Pakoštane focused on new target segments based on innovative tourism products and digital interpretation and presentation in the function of repositioning in the market. The municipality of Pakoštane must become synonymous with a unique tourist experience based on the synergy of traditional values, natural diversity and modern tourist facilities”Added from FMTU.

All key stakeholders in the tourism of the municipality of Pakoštane participated in the process of drafting the strategy, and during the drafting an agreement was reached on the basic directions and goals of tourism development of this resource-diverse municipality of significant potential.

Enriching holiday tourism and redirecting to nautical, outdoor, cultural and rural tourism emphasizing indigenous, local values ​​and traditions, as well as improving presentation, sustainable marketing communications and interpretation (storytelling) set opportunities for market repositioning of Pakostane municipality as a recognizable and highly competitive destination. on the multisensory experience of the original Dalmatia - it is stated in the conclusion of the development strategy of the municipality of Pakostane.
